Reduce handle sets by removing simple handles.
Removing handles options form Writer and Calc.
Removing help texts accordingly.

Preliminary attempt to convert all instances of GetParagraphCount()
to return a sal_uInt32 or sal_uLong, and fix any related problems
in all their callers.
